The functioning legal framework of the intercommunitary development associations is given by the Law of the local public administration no. 215/2011, by the Government Ordinance no. 26/2000 and by the Law of the local public finances no. 273/2006.

According to the legislation in force, the intercommunitary development associations are private cooperation structures of legal personality, established under the law, by the local government units, with the purpose of running  in common development projects of local or regional interest or the joint provision of public services.

I.D.A. Călimani – Giurgeu is organised and it is functioning according to its Legal Satus and Memorandum of Association, to the civil closure no. 186/2014 of Toplița Court and to the law in force, being headquartered in Toplița, no. 14, Nicolae Bălcescu Street, Harghita County.

The I.D.A. Călimani – Giurgeu members are: Harghita County, the towns of Toplița and Borsec and the communes of Bilbor, Gălăuțaș, Corbu, Sărmaș, Subcetate and Tulgheș.

The purpose of the Association is drafting the Regional Development Plan for the next 10 years and the perspectives for the next 20 years, for the area located in the north of the Harghita County, in the Călimani – Gurghiu – Giurgeu massifs and applying it.

The Association will follow the sustainable development of the rural and urban communities from this region, according to the principles of solidarity, non-discrimination and equal opportunities. Also, the Association will promote and support the preparation on all the levels of the projects for the local and regional development, in all fields, to obtain the internal and external financing necessary to carry them out.

The Main Objectives of I.D.A. Călimani – Giurgeu are:

  1. The increase of competitiveness of the agricultural sphere (vegetal, zootechnic, apiarian ), in industry, tourism ( agrotourism, rural tourism, mountaineering ), environment and sustainable development of the areas of common interest of the northern area of Harghita County.
  2. The increase of the absorbtion chances of the structural and cohesion funds, as well as other funds for the sustainable development of the local government units which are part of the Association.
  3. The increase of the economical competitiveness.
